PORTLAND, Ore. (KATU) — Salem Police arrested a man after receiving a text-to-911 call from a woman claiming that she had been kidnapped and was inside a van, Monday afternoon.
The text-to-911 call was received around 2 p.m. Authorities quickly responded and relayed the information to law enforcement agencies in the surrounding area. Officers in Salem located the van in a parking lot in the 1200 block of Hawthorne Avenue NE.
