TOLEDO, Ohio — A Lucas County woman says she wants to provide a permanent home for three of her cousin’s children who have been through multiple placements over the past year.
Crystal Garcia, a second cousin of the children, said she began the kinship process earlier this year after being told by Lucas County Children Services that any relative seeking placement must complete certification classes.
“I was told in April to start going through the classes that whoever wanted to be considered for the kids needed to go through children’s services and get certified. So I started that process and did everything they asked,” Garcia said…
