The developer behind Pearl is more than doubling the size of an apartment complex it plans to build across the San Antonio River from the former brewery.
Oxbow Development Group is increasing the number of apartments it wants to construct at 1315 E. Elmira St. to 323 units from 144 units — a shift spurred by strong demand, the decision to build less parking inside the complex than originally proposed and having to seek outside investors for the company’s projects for the first time.
