Romanian national sentenced after stealing $56,000 in ATM skimming scheme

TALLAHASSEE, Fla. (CBS12) — A Romanian man who secretly installed skimming devices on Tallahassee ATMs and siphoned more than $56,000 from victims’ accounts was sentenced to over three years in federal prison, prosecutors say.

The U.S. Department of Justice announced on Dec. 9 that Daniel Balan, 47, of Bacau, Romania, admitted to placing card-reading devices and hidden cameras on multiple ATMs beginning in late January 2025. These devices captured customers’ card data and PINs, allowing Balan to create counterfeit cards and drain accounts.

Over two days in February, Balan withdrew $56,340 using cloned cards. When arrested, investigators said they found 28 gift cards encoded with stolen account information and handwritten PINs…
