ST. LOUIS, Mo. (First Alert 4) -A man has been charged with kidnapping charges after stealing a car that had two young children inside.
Antoney Higgins, 25, was charged with two counts of first-degree kidnapping, two counts of endangering the welfare of a child and two counts of stealing.
