Charleston Police arrested a second teenager, a 16-year-old, in connection with the fatal shooting of 17-year-old Luis Garcia-Galvez on December 10 downtown. A related 17-year-old suspect was arrested earlier on December 17, following the incident on Ashley Avenue near Race Street around 6:45 p.m..
