Hillcrest businesses struggle as construction limits parking and access along Fifth Avenue

SAN DIEGO — Construction along a busy stretch of Fifth Avenue in Hillcrest is creating major challenges for small businesses that rely on foot traffic, parking and visibility- forcing some to adapt while others worry about their future.

Along the corridor, signs warning of construction and parking restrictions line the street. Parking is prohibited for an entire year, from October 2025 through October 2026, as the City of San Diego upgrades the storm drain system. Fencing and lane closures between Pennsylvania and Brookes Avenues have also limited access to businesses on both sides of the street.
