Baltimore City has declared a Code Blue Extreme Cold Alert for Tuesday morning with temperatures plummeting overnight.
Tuesday will start in the low 20s, but it will feel like eight to 18 degrees in most neighborhoods. Throughout the day, temperatures will barely get above 30 degrees.
