Madison principals violated discipline policies, investigators say

An independent investigation of two former administrators at Lori Mann Carey Elementary School found the leaders violated Madison school district disciplinary policies and other safety protocols, but the investigators were unable to substantiate other claims of retaliation and concerns from parents and staff, according to records obtained by the Cap Times.

The former principal and assistant principal of Lori Mann Carey, then known as Southside Elementary, were removed from their positions in the fall of 2024 following complaints that the leaders had created an untenable learning environment.

As the Cap Times first reported, a dozen current and former employees said the leaders had disciplined students by removing them from classes for weeks at a time without instruction, among other claims. Dozens of parents filed a complaint with the district demanding the two leaders — Principal Candace Terrell and Assistant Principal Annabel Torres — be fired…
