GREEN BAY, Wis. (WBAY) – A 21-year-old Appleton man is facing a number of serious charges after authorities say the car he was driving swerved onto the sidewalk and hit a man in downtown Green Bay, just before Christmas.
Noah Edwin Orwyn Higgins is charged with Hit and Run Causing Great Bodily Harm, with an increased penalty because the victim is elderly. He’s also charged with Second‑Degree Reckless Injury Causing Great Bodily Harm, Reckless Driving Causing Great Bodily Harm, Knowingly Operating While Suspended and Causing Great Bodily Harm, Obstructing An Officer, and multiple counts of felony and misdemeanor bail‑jumping.
According to a criminal complaint, on December 20, near the intersection of Broadway & W Walnut Street, a red Kia sedan traveling northbound left the roadway and drove onto the sidewalk, striking an elderly man who was walking on the sidewalk.
