Surprise HOA slaps single mom with $150 fine after trash bag blows from full dumpster

SURPRISE (AZFamily) — A single mother who rents a townhome in Surprise’s Hayden Farms community was fined $150 by her homeowners association after a takeout bag she left by an overflowing dumpster blew into the street.

Jessica Ensley said the brown paper bag from her $20 dinner contained a receipt with her name, allowing the HOA to identify her as the owner of the trash.

“Feels like a money grab,” Ensley said. “I thought it was absurd because I mean it seemed so extreme for such a small object and a first time infraction.”

Ensley said she left the bag by the dumpster because it was already full. When Arizona’s Family went to the complex on Thursday, mattresses, furniture and other trash were scattered around the dumpster area, which residents say is a routine sight…
