After three years of animosity between neighbors, a parking dispute escalated to a shooting on Mother’s Day 2025. The accused shooter, 44-year-old Davine Ruffin-Webb, received probation before judgment and supervised probation for reckless endangerment and firing a gun in Baltimore City on Jan. 5.
The “no contest” plea allows a judge to put a defendant on probation without entering a formal conviction or creating a criminal record.
The incident in question occurred on the 3700 block of Sequoia Avenue on May 11, 2025, when Baltimore Police responded to the scene just before 6 p.m. The prosecutor said one neighbor who witnessed the shooting told officers she saw the defendant yell, “I should kill every one of y’all,” before firing a gun in the air…
