Former nonprofit CEO files complaint against Battle Creek, city responds

BATTLE CREEK, Mich. — Former R.I.S.E Corp. CEO Damon Brown has filed a formal complaint with the U.S. Department of Treasury and Michigan Attorney General’s office against the City of Battle Creek.

In the complaint, Brown alleges the city mishandled American Rescue Plan Act, or ARPA, funds and said the complaint “detailed documented financial discrepancies, lack of transparency, and actions that caused financial harm to R.I.S.E. Corp. and its leadership.”

ARPA funds were given to nonprofit organizations that needed relief from the COVID-19 pandemic.
