New year new rules: Lubbock’s updated dangerous dog ordinance now in effect

LUBBOCK, Texas — At the end of December 2025, Lubbock City Council members approved revisions to the cities dangerous dog ordinance. Now in the new year, the ordinance is in full effect. Steven Greene with Lubbock Animal Services said there are some things that are still misunderstood when it comes to the updated ordinance.

“Under state law, a dangerous dog is only an animal on human attack or dog on human attack, and so it takes that aspect out of it and puts a dog attacking another dog back into a civil matter,” Greene said.

This updated ordinance also gives animal services more authority to declare a dog dangerous following an investigation, while also allowing owners time to appeal that decision.

“I can declare a dog dangerous based on an investigation after someone comes in and gives us a sworn statement without an administrative hearing like we had to have in the past,” Greene said…
