MADISON, Wis. — As Wisconsin’s frigid temperatures continue, there are far too many people having to make the choice between feeding their families or heating their homes.
Monica Howard lives comfortably in her apartment on Madison’s west side. She remembers a time when that wasn’t the case, after she got divorced in 2013.
