Metro Nashville Council member Joy Kimbrough is suing a local businessman for $40 million, months after an ethics clash over alleged demands for incentives tied to a rezoning vote.
In a lawsuit filed in Davidson County Circuit Court on Jan. 11, Kimbrough accused Ryan Moses, the CEO of beverage distributor Best Brands Inc., of libel, slander and intentional infliction of emotional distress following the ethics complaint, filed Aug. 28.
Nashville’s Board of Ethical Conduct cleared Kimbrough of wrongdoing after a marathon seven-hour hearing in October 2025. That decision hinged largely on a three-minute phone call between Kimbrough and Moses as a key piece of evidence, which ultimately didn’t exist…
