TREASURE ISLAND — When Commissioner Arthur Czyszczon added “City Manager Review” to the Jan. 5 agenda without backup materials, speculation spread via social media that the commission planned to fire City Manager Charles Van Zant. But only Czyszczon voiced a loss of confidence.
