A blue envelope is giving thousands of Ohioans with disabilities newfound freedom to drive

CLEVELAND, Ohio – A program designed to ease anxiety during traffic stops for drivers with developmental disabilities has reached more than 70 Ohio counties.

The initiative provides free communication tools that help individuals quickly share information with law enforcement.

The Blue Envelope Program has distributed 40,000 packets to drivers and families across the state. Each packet contains a blue envelope for storing documents, a car decal that alerts officers someone in the vehicle has a disability, a wallet card and an instructional brochure…
