Rochester, N.Y. — Monroe County Legislator Mercedes Vazquez Simmons said the majority of the county’s Code Blue sites were at maximum capacity Thursday night as bitter cold moved in.
Code Blue provides warming centers for unhoused people when temperatures dip below 32 degrees. They can request free transportation via RTS to a warming shelter in the City of Rochester at any bus stop
