47-time felon sentenced to nearly 5 years for Spokane Valley theft

SPOKANE VALLEY, Wash. – Shannon B. Morley, a 61-year-old with a lengthy criminal record, was sentenced to 57 months in prison on January 16, 2026, after being found guilty of organized retail theft, according to a press release.

Morley was convicted of two counts of second-degree organized retail theft in June 2025. The charges stem from incidents at a truck stop on Broadway Ave. in Spokane Valley in March and May of 2023. Surveillance footage showed Morley using a key to access an electronic cabinet and stealing a Garmin GPS device valued at nearly $1,000.

During the sentencing, the State emphasized Morley’s extensive criminal history of 47 felonies and additional misdemeanors. They requested a sentence above the standard range. The defense sought a Drug Offender Sentencing Alternative (DOSA), arguing that Morley would benefit from drug treatment…
