The Ventura Planning Commission approved 5-0 an ordinance that would give tenants rights to seek damages from landlords, moving it a step closer to enactment.
Commissioners Scott McCarty and Lucas Zucker were absent from the Jan. 14 special meeting. Commissioner Mark Abbe said he thought public statements from real estate and tenant groups made him think the ordinance came to a middle ground.
