Harrisburg mayor says judge ‘can be impartial’ in lawsuit against city council

HARRISBURG, Pa. (WHTM) — Harrisburg Mayor Wanda Williams (D) said the judge presiding over her lawsuit against city council “can be impartial” after lawyers for the council asked him to recuse himself.

Judge Jeffrey B. Engle of the Dauphin County Court of Common Pleas was randomly assigned to the mayor’s lawsuit, which seeks to block the council from defunding four staff positions in the 2026 budget. The council requested he recuse himself because a member of Williams’ legal team one represented him in a legal matter.
