Windrose St. Louis I Properties, LLC, has filed suit against the city of Des Peres alleging that when the city revoked the conditional use permit under which St. Luke’s Hospital operated, it deprived the Des Peres Medical Arts Pavilion of its property rights without due process or compensation.
The existing permit consists of two hospital buildings previously operated by St. Luke’s Hospital, a separate free-standing medical office and medical services buildings including the Windrose and HTA buildings.
