A Syracuse man caused a chain-reaction crash in Pennsylvania that involved 11 vehicles and injured 13 motorists, according to Pennsylvania State Police.
Abdukadir A. Ibrahim, a 37-year-old from Syracuse, lost control of his tractor-trailer in snowy conditions, according to police. He faces a citation for a safe-speed violation, police said.
