RICHMOND, Va. (WRIC) — A man has been charged with first-degree murder after police said a woman was found shot and killed in a building in Richmond just days after Christmas.
The Richmond Police Department announced on Wednesday, Jan. 21, that 34-year-old Shawn Carter turned himself in to police on Jan. 9 on the charges of maliciously shooting into an occupied dwelling and possession of a firearm by a convicted felon.
