Target of viral ICE raid in St. Paul has been in prison since 2024

One of the two men that ICE agents were seeking when they arrested an innocent, half-naked Hmong grandfather in St. Paul last week has been in prison custody for more than a year, state records confirm.

After the arrest of 57-year-old ChongLy “Saly” Scott Thao — a U.S. citizen who was taken outside into freezing weather while dressed in shorts and Crocs, and covered by a blanket – sparked outrage on Sunday, Jan. 18.

Department of Homeland Security Assistant Secretary Tricia McLaughlin said agents were conducting a “targeted operation” seeking two “convicted sex offenders” living with Thao at the address, and that Thao “matched the description of the targets.”…
