Niagara County men sentenced for $1.9M COVID relief fraud conspiracy

BUFFALO, N.Y. — Two Niagara County men convicted of conspiring to defraud federal pandemic relief programs were sentenced in federal court.

John L. Hutchins, 72, of Lewiston and Roberto Soliman, 45, of Niagara Falls were sentenced in U.S. District Court to 14 months and 20 months in prison, respectively, after being found guilty of conspiracy to commit wire fraud and bank fraud.

Both men were also ordered to pay full restitution to the Small Business Administration and the victim banks for losses tied to fraudulent loan applications submitted during the COVID-19 pandemic, according to United States Attorney’s Office of Western New York…
