COLUMBUS, Ohio (WSYX) — Franklin County issued a level 3 snow emergency for the first time since Ohio began its current county-by-county snow level system.
The current system, in which the sheriff in each county decides snow levels, was established after the Blizzard of 1978 to have a standardized system across the state.
