City of Lancaster declares snow emergency, offering free parking

LANCASTER, Pa. (WHP) — The city of Lancaster has declared a snow emergency ahead of the impending storm.

Mayor Jamie Arroyo said the declaration will go into effect as of 12 p.m. Saturday.
