A preliminary investigation found that Stockton City Manager Johnny Ford was not responsible for a fatal collision in Stockton that killed one man and injured another.
At about 7:19 p.m on Jan. 22, a Stockton Police Department sergeant driving northbound on El Dorado Street near Poplar Street came across a vehicle-versus-pedestrian collision.
Police said the sergeant found two male pedestrians in the roadway and a white SUV stopped along the west curb line. Ford, the driver of the SUV, was at the scene and cooperated with the investigation, police said…
