Early Sunday, as Austin woke up to streets glazed with ice and bitter cold, police were called to a central-city spot where a man was found lying outside and not moving. Austin-Travis County EMS arrived and pronounced him dead at the scene. The emergency call came in at 6:17 a.m., and the Austin Police Department has assigned its Homicide Unit to sort out what happened, even as the city continues to deal with the fallout from the winter storm that left roads icy and temperatures well below freezing.
