After nearly half a century of dedicated service in law enforcement, Prosper Police Chief Doug Kowalski has declared his intention to retire, closing a distinguished 49-year career. Kowalski’s journey began in 1975 with the New York City Police Department and spanned various roles, including Deputy Chief with the Dallas Police Department, Chief for the City of McKinney, and ultimately, his 12-year tenure as Chief of the Prosper Police Department. According to a press release obtained by The Dallas Express, Kowalski’s leadership steered Prosper’s law enforcement through significant expansion and technological innovation.
Under Kowalski’s guidance, the Prosper Police Department underwent remarkable growth. During his appointment, the department’s size burgeoned from 14 officers and six dispatchers to nearly 100 public servants. The town’s population swelled likewise, from less than 14,500 people to over 46,000 at the start of 2025. This transformation wasn’t merely quantitative; it reflected Kowalski’s values of “servant leadership and customer service,” as he instilled in his officers the importance of being ambassadors to the community they served.
