NEW YORK CITY (PIX11) – Former Mayor Eric Adams “deliberately” underfunded crucial aid programs to keep the New York City budget balanced, according to Mayor Zohran Mamdani.
Mamdani accused Adams of underbudgeting programs with known costs, like cash and rental assistance. The known cost for cash assistance, for example, is around $1.6 billion, but Adams only budgeted $860 million in 2026, Mamdani said during a briefing on Wednesday.

“Former Mayor Adams made the repeated, deliberate choice to underbudget. It was a pattern,” Mamdani said. “He budgeted paltry fractions of what was actually required. …. These are not optional services.”
