RICHMOND, Va. (WWBT) – A man in Richmond was found dead after he was out in the cold on Tuesday.
Just before 3 p.m. on Jan. 27, officers were called to the grounds of Pine Camp Arts and Community Center in the 4900 block of Old Brook Road, for the report of a person down.
