WASHINGTON (DC News Now) — Four days after the winter storm blanketed the region, some neighborhoods across the DMV remain snowed in with solid blocks of ice that crews are calling “snowcrete.” Something that is worrying parents as children head back to classes.

Packed sidewalks and towering piles of hardened ice are raising safety concerns for parents.
