Angel Quizhpi Tenezaca, 40, has been charged with multiple citations after leaving the scene of a deadly crash in Dundalk that claimed the life of Todd Hines Jr. earlier this week, according to the Baltimore County Police Department.
The crash happened at approximately 7:35 a.m. on Tuesday, January 27, in the 5200 block of North Point Boulevard, police said.
