The parents of a 10-year-old boy, who was missing for nearly 24 hours in Sioux Falls on Jan. 22, have been charged with child abuse.
According to Minnehaha County court documents released Jan. 30, 30-year-old Juan Barragan and his partner, 43-year-old Angela Franco, were each arrested Jan. 29 for the abuse or cruelty of a minor older than 7 years old.
