Joswar Torres, one of two men whose detainment sparked Spokane ICE protest, released on parole

SPOKANE, Wash. — Joswar Torres, a man whose detainment by federal immigration enforcement agents in June 2025 sparked a large protest in downtown Spokane, was released on parole last week.

After spending seven months in the Northwest ICE Processing Center (NWIPC) in Tacoma, the man returned to Spokane after a judge ruled he had been unlawfully detained and that agents violated the Due Process clause of the Fifth Amendment and the Administrative Procedure Act.

Lawyers for Torres filed a petition to allow his release, citing that all persons, regardless of their immigration status, are entitled to due process under the Fifth Amendment…
