A Cumberland County woman this week was charged with abusing and neglecting a dog in what a local animal rescue manager called “the worst animal abuse case” she has ever seen.
In December 2025, a dog was left under the care of Ashlyn L. Stevens, 23, of Carlisle, after the former owner moved out of their Carlisle address.
