Carlisle Woman Charged After Dog Found Severely Malnourished and Neglected

A 23-year-old Carlisle woman has been charged following an investigation into the alleged neglect and abuse of a dog found in a severely malnourished condition.

According to Carlisle Borough Police Department, officers received a report on January 11, 2026, from the previous owner of a dog named Stella. The former owner reported that after moving out of an apartment in the 500 block of North Pitt Street, Stella was left in the care of Ashlyn Stevens.

Police said the dog was later turned over to Castaway Critters Animal Rescue by a friend of Stevens after the friend observed Stella’s condition inside the residence…
