WEST VALLEY CITY, Utah (KUTV) — A man who has been reported about 15 times since January for contacting boys around the age of 8 was arrested for kidnapping a child in West Valley City.
According to court documents, 31-year-old Tue Huu Luong was pulled over by West Valley City police on Feb. 6. During the traffic stop, a child under the age of 14 was in the front seat of the vehicle, according to an affidavit of probable cause.
Police contacted the victim’s parents, and court documents state the child was supposed to be riding the bus to school that morning.
