Bucket baths, roaches, squatters: Tenants at Syracuse’s biggest apartment complex fight back

Syracuse, N.Y. — On Feb. 1, Kona Mahu called 911 from her home in the Nob Hill Apartments. Her son was sick with the flu, delirious and dehydrated.

But when the paramedics arrived at the front door, they could not get in. The door was locked from the outside and the inside. Tenants looked out through the glass doors at the medics.

They were trapped…
