DOC work-release residents raise alarm on program in Sussex, Smyrna area

From the outset, when the Department of Correction announced in September 2025 that it would begin winding down operations at the Plummer Community Corrections Center in Wilmington, officials sought to reassure families and participants that its work‑release residents would not lose access to jobs, services or support.
