Judge halts lawsuit by family of man killed at Harrisburg’s Dock Street Dam

A federal judge has thrown out a lawsuit against the city of Harrisburg over a lethal dam that has claimed more than 30 lives since its construction in 1913.

The lawsuit said Harrisburg’s Dock Street Dam was out of compliance with Pennsylvania’s Dam Safety Act, and that caused the death of 64-year-old Michael Brook in April 2023.

Brook was boating on the Susquehanna River April 13, 2023 when his engine stalled, the lawsuit said. The boat floated toward the Dock Street Dam where it eventually went over the dam, trapping brook and his friend Elliot Rothel underwater in circulating waters known as a “drowning machine.”…
