Sylvia Luke’s controversial donor was already under federal investigation

HONOLULU (HawaiiNewsNow) – The man who made a campaign donation to Lt. Gov. Sylvia Luke was under federal investigation after allegedly overbilling a medical testing company by $7 million after setting up the city’s COVID testing program at the start of the pandemic, according to court documents.

Tobi Solidum was friends with both former state Rep. Ty Cullen and the man who bribed Cullen, and sources say he has left the country to the Philippines.

Court documents say the government also said Solidum bribed Cullen. Solidum has not been charged with a crime.
