RICHMOND, Va. (WWBT) -A car has been frozen in place on a road in Richmond’s Northern Barton Heights neighborhood for more than two weeks.
Neighbors say it was the result of a water main leak the city ignored for months, which then created a thick sheet of ice.
“It’s starting to go into the actual vehicle,” neighbor David Crump said. “There’s really no way of telling how much damage is done until it’s all thawed.”…
