New Ohio law follows 19 News investigations on inmate escapes

COLUMBUS, Ohio (WOIO) – Ohio Gov. Mike DeWine on Thursday ceremoniously signed a bill into law that’s designed to notify you when a felon escapes custody.

House Bill 23, also known as “The Escaped Convict Alert Program,” goes into law March 2.

ECAP will create a system similar to an AMBER Alert, notifying people on their computers and smartphones whenever a felon escapes in their area…
