East Cleveland introduces state‑appointed receiver tasked with fixing city’s decadeslong financial crisis

EAST CLEVELAND, Ohio — East Cleveland residents are getting their first look at the person now responsible for digging the city out of its longstanding financial troubles.

In a historic move for Ohio, Mayor Sandra Morgan on Wednesday introduced the newly appointed receiver who will take control of the city’s finances.

Morgan confirmed to residents during a town hall meeting that East Cleveland is now the first city in Ohio to be placed into receivership under the state’s new law. The change comes after spending most of the last four decades in fiscal emergency, the longest of any community in the state…
