Rutherford County Mayor Joe Carr won criminal clearance from two ethics complaints, according to a prosecutor’s Feb. 11 letter.
The Daily News Journal obtained a copy of the letter that District Attorney General Jennings Jones sent to Rutherford County Attorney Nick Christiansen.
