TROY — Mayor Carmella Mantello, in her third annual State of the City address, vowed to fill downtown Troy’s longest-standing void with help from the city government’s private purchasing arm.
The Republican aims to put forward a proposal by spring or early summer to transfer 1 Monument Square, a site vacant since 2010, to the Troy Local Development Corporation for redevelopment into a mixed-use building.
Rough plans announced by the mayor so far include erecting a structure with workforce housing, along with ground-floor retail and commercial office space, along the riverfront property. No other structural details have been released…
